If you have no Elven character, use Fane's Mask of the Shapeshifter to transform into one and then eat the leg to obtain the memories, and complete the quest in the same way. Have an elf eat the leg to see the memories of Joe, who tried to swim but unfortunately got dragged down into the depths by a "jagged vice", presumably the shark. Put it out of its misery and loot it for a Bloodied Leg. Travel to southern-most area of this entire map (just left of where you first disembark on the island) to find a shark that doesn't want to go back into the water out of fear of the Voidwoken. You will learn that their friend Joe tried to swim to Fort Joy but disappeared. In Driftwood, talk to the two children near the docks (X:331 Y:89), Ben Buttons and Harriet.
